Phase I process facilities consisted of a new water treatment plant (4,000 SF), insulated water storage tank (100,000 gal), water intake system, and sewage treatment plant (4,000 SF), as well as conversion of the existing water treatment plant into a new distribution facility.

Phase II covered the underground water distribution and sewer collection systems from the facilities to the users.

Phase III involved final sytem testing, commissioning and extensive asphalt repair for damaged road sections.
